Local Sidereal Time (LST) is the time with respect to the stars, not the sun. Without getting into all the math behind calculating it, certain studies (S. James P. Spottiswoode) have shown that more paranormal activity occurs around 13 hours LST. We're trying to correlate this with the webcam project, so you can see what LST time is most active.
